Take the label off of wine bottles, put painters tape in different designs, spray with frosting spray paint (or white), let dry, and peel off the tape. Could have a single, large blue floor coming out of each, or blue and white decorative sprigs. Maybe a few at each table with different designs, and some tea light candles surrounding sporadically.
