Jean-Baptiste Belley (dit Mars) est un révolutionnaire français, né selon ses propres dires, le 1er juillet 1746 ou 1747 sur l'île de Gorée (Sénégal). Il fut élu député Montagnard durant la Révolution française2 et membre du Club des Jacobins. Il fut le premier député français noir, représentant alors le département du Nord de la colonie française de Saint-Domingue, à la Convention nationale puis au Conseil des Cinq-Cents.
