Easy and cheap toddler Peacock Halloween Costume. Make a tulle tutu cutting the tulle longer in the back and then hot glue on peacock feathers. Headband was just elastic and smaller peacock feathers glued on. I got the tulle from Hobby Lobby (was hoping for blue and dark green but the gold didn't look too bad) and a pack of 100 peacock feathers from Amazon. Now I have extra feathers to do future crafts with. Score!
